Human Rights Council Advisory Committee

The Human Rights Council Advisory Committee (‘the Advisory Committee’) is a think-tank for the Human Rights Council and is composed of 18 experts.

The Advisory Committee replaces the former Sub-Commission on the Promotion and Protection of Human Rights.

 

Function

The function of the Advisory Committee is to provide expertise through studies and research-based advice as requested from the Human Rights Council.

The scope of advice should be limited to thematic issues pertaining to the mandate of the Human Rights Council (i.e promotion and protection of all human rights).

The Advisory Committee shall not adopt resolutions or decision, but may propose suggestions for further enhancing its procedural efficiency as well as further research proposals.

 

Methods of Work

The Advisory Committee is urged to establish interactions with:

  • States
  • National human rights insitutions
  • Non-government organisation and other civil society entities

The following entities are entitled to participate in the work of the Advisory Committee:

  • Member states
  • Observers (including State non-members)
  • Specialised agencies
  • Intergovernmental organisations
  • National Human rights institutions
  • NGOs

 The Advisory Committee convenes up to two sessions for a maximum of 10 working days per year.
